Don't know about this one,but most ring gears are pressed on flywheel. If so and you cut a sction out it'll never be tight enough.Maybe you can build up missing teeth and file them to shape.The heat from welding may still let the gear stretch enough to get loose.

Thats why the teeth are broken,wear and age eventually catches up with parts that work that hard. You will be able to keep your flywheel,you just have to remove it and get your local auto machaine shop to replace the ring gear.

I have not had a Mustang stick car, but on many flywheels, I believe you can replace the ring gear if you have to.
